Why won’t my bathroom flourscent lights work?

My bathroom fluorescent lights won’t turn on at all. The funny thing is that it is not a single fixture. There are two SEPARATE single bulb units, each one plugged into the outlet, but controlled by a single switch. That’s why I’m a little confused. It seems unlikely that both starters or ballasts are out, right? I’ve changed the bulbs, replaced the switch and tested the outlet to make sure it was working and still nothing. Is the problem in the connection or the two units themselves? I’d just replace both units if I knew that’s where the issue was, but if it’s the connection, buying new units would be a waste of time and money. Please help!!
