A lot depends on your ceiling height in both the dining room and the kitchen. There really are no hard and fast rules with respect to wainscoating color blocking. It sounds to me like your first inclination to “weight” the room with a darker wainscoating and plate rack is the best. Most homes that were constructed during that period had lower ceilings than what is being built today.

For example, the 1919 cape cod one and a half story cottage I restored had very low ceilings compared to the Victorian circa 1997 that I now live in. Most ceilings in this home are 9-10 feet tall and the living room is 18 foot high. This necessitates using color to bring the ceiling down to make a room cozy rather than cavernous.

Older homes do not require that anchoring of the ceiling to the room because their ceiling heights were lower so the rooms already had a cozy ambiance. By weighting the wainscoating with a darker color you anchor it to the furniture and decorative accessories in the room making them the star of the show. Your window will reflect more light as well by using the lighter color on top and make the space seem more open into the kitchen area.
