Assuming all things are equal and there are 2 switches on the wall for this fan. (it sounds like there was a fan there before and/or was wired for 2 switches.) So yes the answer is red to blue. The reason for 2 power leads is so the fan and the light can be controlled separately. The two white wires get connected together with the white wire from the wall, and the bare copper goes to the green wire.

Just an FYI… NEVER…. NEVER “just stuff the bare wire up in the wall” That is your ground. ALWAYS use them
