The bulbs are burning, and a slow ceiling fan?

I have trouble with light bulbs in continuous gas. 5 years ago, I had this problem too. The power company replaced a transformer, the problem has been resolved and the bulbs have a normal life. I now have the problem again. I called the Electric Company recently, but I was told prior to a meter to check my power, I need to call an electrician to ensure that there is nothing wrong with the wiring in my house. I just wanted to get views persons likely to give my opinion. Another problem identified is a ceiling fan in the room now runs very slowly (only 6 months) and their amps to get enough. Any advice on what to do? I was thinking of getting some kind of amplifier / voltage device from Home Depot but do not know what to look for.
