Yes it is normal, if I am reading your question right you have two switches one is a speed control for the fan motor. Speed controls do get warm not HOT but warm to the touch. This is a rheostat or some what like a dimmer switch and it has to cool and they do get warm.
This is normal under a load(such as the fan motor being on)
As long as it is just warm to the touch you are ok, I have been an electrician for 29 years and now an electrical contractor and have been in homes and businesses as well as industrial settings and have felt switches and motor controls that actually get hot to touch.
But yes you are ok if you feel uncomfortable have it checked but I am sure it is the speed control trying to cool and yes it is normal under load.
When you turn the fan motor off and it stays warm then you may have a problem but try that, when you do turn it off and see if it cools this will answer your question. It is normal when it is on.
