It was an attraction, a toy of sorts, and very likely not worth what it might cost to fix. My ex has 7 cats, and the touch light is always ON,,, one stage or another. If it works at all count it as a cat plaything, or get another, or don’t have a lamp they can turn on and off, until they learn how to operate the switch.
