Device power limitation in my fan blowing on the lights!?

I have a ceiling fan Hampton Bay / light. Sigo burning bulbs (which is implemented in the mini halogen bulbs). The manual says my fan is equipped with a power limiter "to turn off my lights is the" Replacing the lamp exceeding 190 watts.
