heating and air cond.?

my furnace is oil and my air cond. is in the same unit. they didnt run a return vent upstairs when they installed it in my basement. they said it could get return thru my stair well which is not in my hallway, but off my kitchen which is 12 ft. from my hall. my complaint is that my air in the summer runs all the time unless i put the ceiling fan on reverse, then it will cut off after satisfying the thermostat. in the winter the heat stays the same temp and cuts off very well. tem on thermostat says its 72 but my feet get cold. lol, stand up and u can feel the difference. some say that i need a return upstairs to satisfy the air flow which i am not getting now i guess, they say the air is not returning as it should. any help is appreciated. and what size return should i have? its a 1000 square ft. home
