My suggestion is that you have a licensed electrician look at the problem. Depending on the condition of the wiring all you may need is to replace the fixtures. If the wiring is in bad shape then you would need to have the bad section of wiring replaced. The plastic covering on wire is made especially for protecting the wire from water damage but since this is a 70s model mobile home chances are the wiring is original and probably need replacing anyway
