First, take the new photo sensor out and screw the bulb directly into the socket. Does it come on full brightness? Probably so as it sounds like you wired it correctly. The new photo sensor is detecting the light bulb instead of the ambient light due to the glass in the fixture or it is pointed incorrectly. You probably want to get a replacement photosensor like was installed in the post, or just turn it on each night when you want to use it.
