New energy saving light bulb wattage question…?

I just bought a new small buffet lamp that warns to not use a light bulb above 25 watts. My question is: is it safe to use one of the new energy saving lights that produces 60 watts of light on 13 watts of power?

I believe they are thinking of heat in the wattage rating the new light bulbs have nearly no heat so you’re safe.
