It’s usually what heat the fixture itself can handle and what it’s rated for by the UL. If the housing/trim inside (surrounding the bulb) is, say, plastic and rated for 40W, then putting a 75 w bulb would overheat the trim, whereas a metal housing would handle a higher wattage, etc. They make flourescent lightbulbs now that are “encased” inside of a regular glass spotlight style bulb that are wonderful! Looks like a regular bulb on the outside, but the inside is flourescent. You can use a higher watt and not worry about the heat problem (and save energy in the meantime!) Just dont use them if your lights are on a dimmer. Hope that helps.
