Can sconces and recessed lights exist together in a hallway and a centrally lit chandelier over the stairs?

I am worried about a busy look by having 2 sconces among a built-in bookshelf and by placing recessed lights in the ceiling next to the bookcase and along a separate dark hallway. Is there a rule w/ hallway sconces and recessed lights or even ceiling pendants? I also have a chandelier that I’d like to place over the stairs. The stairs, unfortunately start right at the front door and go up 11 steps, then make a 90 degree turn to the left for 5 steps. The chandelier would be centered over the stairs. One more question, how tall should the chandelier be for this two story area? Thanks for any advice!
