Lens. You really want fog lamps to have a wide and diffuse beam. Projector lenses tend to be more focused, which makes them less effective. I’ve tried both many times, and the lens has been better every time.

And no, they don’t have to be yellow, although it can help in REALLY bad fog or snow. The point is to have the light beam striking the fog from a lower angle (so that the glare doesn’t all go straight to your eyes), and wide so you can see the shoulder easily when visibility is very bad.
