There are many factors why and how open clusters are born. By that time, the Milky Way may have collided with another galaxy which induced star formation. It doesn’t need another galaxy colliding with our own to induce star formation. Even an infalling molecular hydrogen cloud colliding with the arms can. The odd Orion Spur where the Sun resides may be a product of such collision. The trailing arms can themselves induce star formation. Star formation itself can induce another star formation specially when rapidly dying massive stars erode nearby giant molecular clouds just as what they believe happened to the sun.
