As Jay has already pointed out – you will not be able to properly equip a studio with “top of the line” equipment for $1,000 or anywhere near that.
Even just a couple of decent brand and sized softboxes are going to cost you around $3-500

If you are looking to be shooting upto 15 people then 1 or two lights will not do the job.

You will need 4-5 complete with accessories.

I am not US based but in the UK I would be looking at Bowens or Elinchrome and would not expect to get any change out of £25000 to fully (and properly) equip a studio.
