Best time to transplant bulbs?

I have 3 large dahlia plants that I would like to move to a different area of my flower bed. When is the best time to do this? Should I remove the bulbs this fall after the plant goes into dormancy and replant in the spring?

You want to plant bulbs (anything perennial, even perennial seeds) in the fall. Certain things depend on where you live. But as for Dahlias, those are called Tubers, and “they” usually suggest putting those indoors in the dark wrapped in newspaper and then plant them in the spring. You would remove the “flower” part. The tuber looks like a potato. Dahlia’s are pretty so it is worth the effort.
